The main emphasis of the new Disaster Management Act
(Act 57 of 2002) is on pro-active disaster management, in
contras with the old Civil Protection Act, which focused
only on a reactive approach.
Hence, a paradigm shift is necessary to, instead of waiting
for a disaster to occur,
rather prepare and
plan all |

development. This can be done by
identifying all possible hazards (using
indigenous knowledge and scientific
methods)
to execute scientific vulnerability
and risk assessments.
These results are
important information
to identify
appropriate
disaster risk reduction |

development projects in such a way that once a
disaster strikes, it will have the minimum impact
on communities, facilities and infrastructure in
the municipal area of jurisdiction.
The Watees philosophy is, to use disaster
management as a tool to ensure sustainable |
strategies, programs and projects. When these risk
reduction projects are aligned and linked with the Integrated
Development Plan (IDP’s) and the Spatial Development
Plan (IDP’s) of municipalities, sustainable development will
be possible over time. |
